There is money reserved for building a mosque, bearing in mind that building of the mosque hasn’t started and a year has passed. Is it permissible to pay zakah on this money? The money is 4000 pounds only.

There is money reserved for building a mosque, bearing in mind that building of the mosque hasn’t started and a year has passed. Is it permissible to pay zakah on this money? The money is 4000 pounds only.

Praise be to Allah, and may Allah’s peace and blessings be upon the Messenger of Allah, his family and his companions.
To proceed:
This money is Allah’s property and not anyone’s property so there is no zakah due on it. However, I advice that building of the mosque should commence and the money be used for what it is reserved for.
