Question

May Allah reward you for the service of Islam and Muslims. I am a trader of female clothes for non-Muslims in Europe. As you know, these clothes expose the body. I would like to know the ruling on selling these clothes in a non-Islamic state to non-Muslim women? May Allah accept your effort and make it from among your good deeds.

Praise be to Allah, and may Allah’s peace and blessings be upon the Messenger of Allah, his family and his companions.

To proceed:

In response to your question, we say, and with Allah Almighty lies all success:
This issue falls under the ruling on selling goods that are not known if they are going to be used in forbidden ways or not. Majority of scholars including jurists and hadith experts held the opinion that it is prohibited to sell those types of goods because selling them is part of aiding sin and transgression which Allah forbade in the verse: “but do not help one another in sin and transgression. And fear Allah. Verily, Allah is Severe in punishment.” [al-Maaidah: 2]. Some scholars have said that it is forbidden to sell clothes which will be used in unlawful things. In Sharh al-Umdah (4/386), Shaykh al-Islam Ibn Taymiyah said: “Any clothes suspected that they will be used in sin and oppression are not allowed to be sewn or sold to a person who wants to use them for that.” Accordingly I do not think that these clothes should be sold whether it is in a Muslim country or not, whether to Muslim women or disbelieving women. May Allah grant success and goodness to all.
