What is the ruling on bleaching the eyebrows? حكم تشقير الحواجب

Praise be to Allah, and may Allah’s peace and blessings be upon the Messenger of Allah, his family and his companions. If what is meant by bleaching, dyeing the eyebrows with a colour similar to the colour of the skin, then I do not see anything wrong in that, because it is not part of plucking which is prohibited. That is because the plucking, whose doer has been cursed in the texts for, is removing the hair of the eyebrow from the root. As for dyeing, then it has not been prohibited. The fact that it may resemble plucking [shaping of eyebrows] in appearance, does not lead to forbidding what Allah has permitted, as the principle ruling for all things is permissibility. Allah has disapproved of the one who forbids, without proof, what has been made permissible of adornment, such as in His saying: “Say, ‘Who has forbidden the adornment of Allah which He has produced for His slaves, and the good [lawful] things of provision?’ Say, ‘They are for those who believe in the worldly life, but exclusively for them on the Day of Resurrection.’ Thus do We detail the verses for a people who know.” [Al-A`raf 7:32] Also, our Shaykh Ibn `Uthaymin used to give the verdict of permissibility.
